CR-5085 AME-5128: Split PA docs from server docs

This change should not be visible to readers.

When all commits are finished, this change
moves Java EE PA docs under openam/trunk/docs/jee-agents,
and Web PA docs under openam/trunk/docs/web-agents,
and removes the olinks between server and agent docs
replacing them with regular links to HTML docs
(where the base is of course configurable).

The changes in locations call for new jobs to build PA docs.
