OPENDJ-2026 QOS Policy section should be hidden from config reference


Several configuration files were removed from the code base as part of OPENDJ-1545.
I am now removing the .propeties file generated from these deleted configuration files (I forgot to do it when removing the related .xml configuration files).

* src/admin/defn/**
  Removes all duplicated xml files from the opendj-server-legacy module.
* pom.xml build.xml
  Adapts the build to generate configuration using opendj-maven-plugin config files.
  Uses ant tasks to ensure compatibility with old config framework.
  All changes present in these two files are needed until migration to new config framework.

Update opendj/pom.xml to include opendj-server-legacy
